While the rules and conditions for the gambling market may change, there are two fundamental principles that every well-informed decision-maker should recognize.
First, it is ultimately the consumer who decides whether online gambling takes place within the licensed or unlicensed market. This choice determines whether the player enjoys Sweden’s statutory consumer protections or not.
Second, every regulatory decision affects what is known as channelization – the extent to which consumers choose to wager with licensed rather than unlicensed operators. A responsible policy maker – whether in parliament or the gambling authority – takes this into account when shaping the rules for the market.
BOS pursues a number of initiatives designed to ensure a well-functioning gambling market with a high rate of channelization. Examples include:
Enabling the swift introduction of new gambling products to the market with approval from the Swedish Gambling Authority.
Making it illegal for unlicensed operators to allow Swedish consumers to gamble on their sites.
Ensuring the government focuses entirely on its role as neutral regulator, legislator, and adjudicator – and ceases to operate its own sports and casino gambling company.
